SIGNIFICANT steps to transform health and social care services in Dumfries and Galloway were highlighted this week as the full Integration Joint Board (IJB) received an update from its Strategic Planning, Delivery and Commissioning sub-committee.
The report outlined progress on several fronts, including new models for clinical and service change, commissioning priorities for third-sector services, and improvements in cancer and palliative care.
David Rowland, Director of Strategic Planning and Transformation, said: “This update shows that we are moving toward a more integrated, data-led approach to planning and service delivery. Our aim is to optimise resources, reduce variation and deliver better outcomes for patients across the region.”
The board was briefed on the clinical and service change model, initially targeting urgent and unscheduled care, with plans to extend improvements to out-patient services, diagnostics, and theatres. It was emphasised that involving clinical and operational teams is central to ensuring changes are effective and sustainable.
Progress on third-sector commissioning was also highlighted. A prioritisation exercise is underway to guide funding decisions, with outcomes expected in December.
Mr Rowland said: “We are committed to making sure that funding is directed where it will have the greatest impact, and that decisions are informed by the best available evidence.”
Cancer and palliative care improvements were also reported. A local Cancer Steering Group has been established to implement national strategy ambitions, while development of a Palliative Care Improvement Plan is underway to strengthen end-of-life support across the region.
The IJB heard about the publication of the draft Annual Performance Report which highlights successes while acknowledging ongoing challenges, including delayed hospital discharges and workforce pressures.
Finally, the report focused on the Health and Social Care Service Renewal Framework, a new national policy aimed at modernising service delivery, with a recommendation from the sub-committee for an IJB workshop to fully explore the framework and its alignment with strategic commissioning plans.
Board members welcomed the updates, recognising the progress made and the importance of evidence-based decision-making.
Mr Rowland said: “This report demonstrates real momentum in shaping sustainable, high-quality care for our communities.”
